SOS TRAILER RETURNS IN RUN-UP TO CHRISTMAS

Thanet’s SOS trailer will be returning to town centres in the run-up to Christmas to help people feel safer on their night out.

The Safety on our Streets trailer was first deployed during the summer months on five occasions, when it was used by around 100 people.

The trailer has a counselling room, where a sexual outreach worker is available to help people, a treatment room where St. John’s Ambulance are ready to assist, and an interview room for people to speak to police about issues that may have concerned them during their night out. All staff on the SOS trailer, which includes representatives from Kent Police, Thanet District Council, St. John’s Ambulance, Sexual Outreach Nurses, KCA (Kent Council on Addiction) drug outreach workers and the Community Pastors, are available to speak to people and offer advice.

In December, the trailer will be parked outside Pierremont Park by the memorial in Broadstairs on Friday 10 and Friday 24 December. On Friday 17 December, the trailer will be in the middle of Ramsgate town centre, outside Boots. On each night, the trailer will be out from 7pm until 1am.

Cllr. Chris Wells, Cabinet Member for Community Services, said: “The SOS trailer has already been very well received over the last few months and it’s been able to help a lot of people on its previous nights out. The aim is get services out to people when they need them on their night out and it’s been successful in achieving that so far and I’m sure it will be again in the run-up to Christmas.”

WASTE AND RECYCLING COLLECTIONS CONTINUING

Waste and recycling collections in Thanet are continuing in Thanet today (Tuesday 30 November), despite overnight snow.

Residents should put their wheeled bins or black bags out for collection as usual, although they are being warned that they may be collected slightly later than normal, due to the weather.

TORY TDC LEADER'S PUBLIC COMMENTS SAY IT ALL!

At the Thanet Joint Transportation Board meeting last Thursday (25th November), the committee where TDC liaise with KCC on Highways issues across the island, Cllr Bob Bayford Conservative leader of TDC, in response to a presentation by a KCC officer and their report on Margate Seafront said,

“Please don’t keep referring to congestion in your reports as residents in Thanet do not know the meaning of congestion, they do not know they are born”.

Cllr Bayford then went on to say,

“This new government has promised to cut down on public consultation, decisions should be left to elected members because that is what we have been elected for, there is far too much of this consultation going on”.

Cllr Peter Campbell, a JTB member said,

"I was simply astounded by Cllr Bayfords comments and the attitude towards the people of Thanet that they reveal".

Labour Group Leader Cllr Clive Hart said,

"These comments by Cllr Bayford, reported to me, say much about the attitude of the Conservative administration at TDC. Apparently they think Thanet residents just don't understand matters and that they shouldn't be consulted so much? I have to say the comments appear somewhat patronising and to an extent, even arrogant.

I'd say Cllr Bayford has got things completely wrong. Thanet residents most certainly do need consulting on issues affecting their lives. However, they deserve GENUINE consultation and not just the 'lip service' all too often paid to them by this Conservative administration".

FILM MAKERS DISCOVER UNSEEN FOOTAGE OF THANET

Film makers have discovered previously unscreened historic footage of Thanet which will be shown in Broadstairs for the first time on Sunday November 28th.

The footage, which includes film of Margate Pier in the early 1970s, is a real find, according to the film’s producer Christine Tongue.

“A long-time Thanet resident heard I was looking for film on Thanet in the past and came forward with this footage, shot 40 years ago,” said Christine.

“There are some wonderful shots of Margate Pier and the old life boat station.”

Margate Pier also known as Margate Jetty was built in 1856 and wrecked by a storm in 1978, and is officially classified as one of Britain’s lost piers.

But it’s not only the pier -- the film also gives a view of Thanet when it was still a flourishing seaside resort, according to Christine. She said: “It really does give a wonderful flavour of life here just before the tourist trade dropped off.”

The footage will be included in the film “Thanet on Film II – Past, Present and Future” which will be shown at the Broadstairs Palace Cinema on Sunday at 5pm.

The discovery of the footage has sparked hopes of more to come. Christine said: “I’m sure people have lots of other fascinating film of the Thanet in their attics or cupboards somewhere. It would be great to get a chance to screen this material for everyone to enjoy.

She added: “I promise to cut out any personal or embarrassing bits! But this is real visual history and it should be available to all.”

“Thanet On Film II” not only includes historic footage of the isle, but also items of more recent interest, including the fight to save Broadstair’s high street, the controversy over Manston Airport and the regeneration of Margate.

Thanet Wind Farm offers commission to local artists

Vattenfall, operators of the world’s largest offshore wind farm, off the Thanet coast, have
partnered with arts organisation Ramsgate Arts to offer a commission to local artists.

The company wants to bring art to their new flagship base in Ramsgate’s Royal harbour.

A newly-installed glass lift shaft is to be decorated, providing a beautiful addition to the
building, which will be visited by people from across the world.

Ramsgate Arts will curate the project and are inviting expressions of interest from artists
who work or live in Thanet. The area to fill is a total of 140cm x 200cm and the art can be in
any format that is sympathetic to and will work within the space and on glass. Work needs to
be completed by February 2011.

TACKLING NOISY NEIGHBOURS

Noisy neighbours have been told to turn down the volume by council and police officers, as part of a new initiative.

The noise nuisance car is a police vehicle that’s been used by the council’s Community Safety Officers and Police Community Support Officers in a joint initiative. They respond to complaints about problems with noise, such as loud music, DIY noise, house and car alarms, that come into the council’s out of hours service and the police control room.

The scheme was tried out for two weeks during the summer and dealt with 73 noise related calls during that time. Alarms were re-set, advice was offered and verbal warnings were issued. In only one case did the team have to issue a Noise Abatement Notice.

It went out again over the Halloween and Bonfire Night period, joining forces with Kent County Council’s Trading Standards team and Kent Fire and Rescue Service. Together, they carried out inspections of shops that were selling fireworks. Along with this work, the car responded to 17 noise complaints at homes across Thanet and dealt with an additional 51 calls about anti-social behaviour.

Cllr. Chris Wells, Cabinet Member for Community Services, said: “Even though the noise car has only been out for a period of a few weeks, it’s already had a great response from the community. People have been very pleased to see a combined and immediate response to their noise concerns. It’s always easier to tackle problems during the time when the noise is being made and some of those making the noise have been genuinely sorry for the problem they’ve created.”

The noise car patrols from 4pm to midnight from Mondays to Thursdays, and between 6pm and 2am from Fridays to Sundays, during busy times of the year.

NEW YEAR, NEW YOU

It gets underway on Wednesday 1 December, with a range of health advisors on hand at the Gateway between 10am and 4pm. The scheme is a partnership between the Gateway, the NHS Health Trainers and other health and training providers.

There will be a variety of events going on throughout the day, including free fitness tests by Thanet Leisureforce. The day is completely free and you can drop in at any point. Other partners who will be available to give advice include the British Red Cross, Disability Drop in Centre, Stop Smoking Service, Carer’s Support, NHS Fit for Work, National Blood Service, SES Tutors and SET Training.

Gateway Manager, Stephen Meades, said: “The list of partners attending our New Year, New You event is growing all the time, so if you have any health concerns or want to gain some new skills, our partners will be able to offer you the support and guidance you need to make that change for 2011. If you can’t make it on Wednesday 1 December, don’t worry. Applications to join the Health Trainer programme can be made by either visiting Thanet’s Gateway Plus or by calling 08458 247 202.”

The NHS Health Trainers offer free and confidential support to help you make positive and healthy changes to your life. You can see a Health Trainer for up to six sessions to help encourage and motivate you and they can help develop your own skills to manage your health in the future. They can also help you access other health services, such as emotional wellbeing, exercise and healthy eating, sexual health concerns and stop smoking advice.

Thanet’s Gateway Plus is located in Cecil Street, Margate, and is home to both Thanet District Council services and libraries and archives from Kent County Council. The Gateway works with 25 partner agencies to deliver a full programme of Gateway services. The Gateway is open from 9.00 am to 6.00 pm on weekdays, with late night opening until 8.00 pm on Thursdays and is also open on Saturdays from 9.00 am to 5.00 pm.

TUDOR CHRISTMAS RETURNS TO MARGATE

A festive Tudor Christmas is returning to Margate this year, with the opening of the town’s Tudor House during the festive season.

The house, in King Street, will be throwing open its doors to the public over the weekends of Saturday 4 and Sunday 5 December and Saturday 11 and Sunday 12 December, between midday and 4pm on each day. The event has been organised by Thanet District Council, with funding from the Big Lottery and European money from the Interreg 2 Seas Project.

It will be scented with oranges, rosemary and will be decked out in the traditional native greenery from the Tudor period. The parlour will play host to ‘Feast for a Farmer’, while upstairs, visitors will be able to see 12 fantastic costumes from the Tudor Tailor, spanning the reigns of Henry VIII and Elizabeth I, all hand-made and historically accurate.

Each day brings different entertainment, with story-teller Frankie Jordan from the Tom Thumb Theatre, spinning some wonderful winter tales on the Saturdays, while the Theatre of the Small will be providing model theatre, poetry and music on the Sundays.

Cllr. Martin Wise, Cabinet Member for Environmental Services, said: “It’s lovely to be able to welcome back the traditional Tudor Christmas to Margate. It’s a popular event, which brings to life one of the town’s most unusual buildings. We know it’s been a popular attraction in previous years and we look forward to welcoming people again this year to step back in time 500 years.”

CLOSING DATE NEARS FOR PHOTOGRAPHY COMPETITION

More than 40 people, from as far afield as London, have already entered the This is Margate photography competition.

The closing date for the competition is next week (Friday 26 November) and, so far, more than 80 photos have been entered into the different categories. Entries have been received from local people, but they’ve also come from further away, including entries from Bexley, London, Gillingham and Whitstable.

The competition is part of the work to get Margate ready for the opening of Turner Contemporary in April 2011, with the photos marking the start of an official library of photos of the town, which will showcase the changes happening in Margate.

The overall winner will be decided by Martin Parr, top international Magnum photographer, famous for his iconic documentary photographs. That person will win £500 worth of Shop Local First vouchers and a print of their photograph from Martin at an event on Monday 20 December.

The ‘This is Margate’ photography competition is open to anyone to enter into one of the following age categories: 1) Young person (up to 16 years old), 2) Student (proof of student status will be required) and 3) Adult (17+). The photos entered must be digital photos taken in 2010 that show Margate in the following six themes:

1. Margate’s heritage, icons and traditions e.g. buildings, personalities, food, seaside entertainment
2. A secret Margate e.g. Margate’s little known places and hidden gems
3. Active Margate e.g. watersports, cycling, walking, fishing and more
4. Natural Margate e.g. nature, coast, wildlife and ecology
5. Creative Margate e.g. what inspires arts and culture in the town
6. My Margate e.g. what’s your Margate?

There is also a separate historical part to the competition and people are encouraged to look through any old photos they may have to see if they can also be entered.

HOW DO YOU WANT TO HEAR ABOUT COUNCIL SERVICES?

How do you want to find out about council services and information? That’s what local people are being asked as part of new consultation.

Leader of the Council, Cllr. Bob Bayford, said: “Times are changing and, with fewer and fewer resources, we need to make sure we’re doing things in the most effective way, providing residents with the best value for money. We must ensure that our residents can access important information about the services, benefits and advice we provide and that this is done in a clear and effective way. We have to use our limited resources the best ways possible, so it’s more important than ever for the council to understand how local people would like us to communicate with them.”

The council currently communicates with its residents in a number of different ways. This includes:
· through its website www.thanet.gov.uk
· using magazines and newsletters, such as Thanet Matters, the council’s corporate magazine and Your Say, the magazine for tenants
· through printed material, such as posters, leaflets and flyers
· using local media, such as newspapers and radio stations
· through social networking sites, such as Twitter and Facebook

A short survey is now available for people to complete online at www.thanet.gov.uk with hard copies available from Thanet’s Gateway Plus in Margate or local libraries.

The survey asks how people would like to find out about council services and information in the future, whether the council should use online services more and what people think of the council’s magazine, Thanet Matters.

SAVINGS PLANS UNVEILED BY COUNCIL

Plans to save more than £1 million each year by reducing staff numbers have been announced by Thanet District Council.

The move comes as the council prepares to deal with cuts from central government. These are likely to see the council’s income from the government reduced by at least a quarter over the next four years.

The plans are now out for consultation with staff and will see a reduction of around a quarter in senior management posts, together with extensive changes to the way council departments are structured.

Council Leader Cllr. Bob Bayford said: “In the current economic climate, the council is going to have to make savings. Although we don’t have the full details of the settlement from the government yet, we already know that over the next four years, we’re going to be managing with the equivalent of just three year’s money. We have to make changes now and, considering that half of our costs go on the council’s wage bills, we need to look at our current structures and ways of making those leaner. We have to ensure that the council is in the strongest possible position it can be going forward. That means having a team of dedicated staff who can work more flexibly in the future. We’re trying to protect front line workers wherever possible, so we are concentrating on reducing our management costs.”

The restructure plans are part of the savings that the council will need to make. Although no details have yet been announced of the settlement from central government, it’s thought the council may have to find cuts of as much as 16% in 2011/12. This could mean the council may need to make savings of up to £3.4 million. The remaining savings will be decided on, once the level of the council’s grant is known. This is expected to be announced in early December.

CHRISTMAS WASTE AND RECYCLING COLLECTIONS

Waste and recycling collections in Thanet will be continuing as normal over the Christmas and New Year period.

The council’s collection crews have agreed to work throughout the Christmas week, including the Bank Holidays, meaning that there will be no changes to the day of your collections.

Cllr. Martin Wise, Cabinet Member for Environmental Services, said: “We’re very grateful to our crews for agreeing to give up their time over Christmas and New Year to ensure that waste and recycling collections can continue as usual during this period. It means you can keep putting out your black sacks or wheeled bins on your usual day of collection, so there’s nothing to remember, except that it’s business as usual.”

If you are due to have your black wheeled bin, which contains all your non-recyclable waste, collected during the Christmas period, please put this out as normal. Equally, if your blue recycling wheeled bin is due for collection over Christmas, then you should put this out as usual.

There will be no garden waste collections from Monday 27 December to Friday 14 January inclusive, while bulky waste collections will stop from Monday 20 December to Friday 7 January inclusive. There will be no clinical waste collections from Monday 27 December to Friday 31 December inclusive. Paper and card collections will continue as normal and for details of your day of collection, please refer to the council’s website.

IS YOUR CHRISTMAS WISH TO KEEP YOUR HOME?

If your wish this Christmas is to keep a roof over your head, then the council’s Home Debt Help service may be able to offer a practical solution.

The service, which is funded by money from the government, aims to offer practical solutions to people having problems meeting their mortgage payments, facing the threat of having their home repossessed or who are due to be evicted due to rent arrears. They may also be able to help anyone who has recently suffered a drop in income, seen their debt rise or who are facing the risk of being made homeless.

Cllr. Chris Wells, Cabinet Member for Community Services, said: “With Christmas fast approaching, we know that there will be people in Thanet for whom the greatest gift will be ensuring they can keep a roof over their heads for the new year. That’s no exaggeration, with figures showing that the number of people on the waiting list for council or housing association homes is hitting record highs. We know the recession is hitting hard in Thanet and that’s why the Home Debt Help service was set up, to try and help some of those people who have been worst affected. If you’re suffering as a result of increased debt or lower income and you’re worried about your home, then contact us to see what practical help we can offer you.”

Amongst the help on offer is advice about how to reduce your outgoings, while maximising your income. The service can also give practical help about benefits that are available and may be able to refer you to organisations which specialise in legal services and debt advice.

VANDALISM HITS TOILETS IN WESTGATE

Two toilets in Westgate have suffered hundreds of pounds worth of damage in separate vandalism attacks just days apart.

In the latest incident, excrement was smeared all over the toilets at West Bay on Monday (15 November) and three toilet roll dispensers were ripped off the wall. Toilet paper was then used to block the sinks and toilets. The toilets have now re-opened.
Earlier this month, the council had to pay for repairs to the toilets at Station Road, when 15 tiles were stripped from the roof and graffiti was sprayed. The tiles were all replaced and the graffiti was covered with black anti-climbing paint. Within days, vandals started to pull more tiles off the roof again.

Cllr. Martin Wise, Cabinet Member for Environmental Services, said: “This latest set of vandalism is absolutely appalling. It’s disgusting the levels that some people will sink to. This mindless behaviour has left council taxpayers picking up the bill for hundreds of pounds of repairs and, of course, takes the toilets out of operation while they’re repaired.”

SUCCESS FOR MILLMEAD SPORTS SESSIONS

A new outdoor evening sports session in Millmead is already attracting an average of around 20 young people each week.

Sport 4 NRG have just launched their new free NRG Street Games sessions, which take place every Wednesday from 5.30pm to 7.00pm on the multi-use games facility near the Sure Start building. Although the sessions are run after dark, Sport 4 NRG bring along their own portable, waterproof floodlights to ensure the sessions can go ahead.

They aim to keep young people between the ages of 12 and 17 safe and active, with a range of sports on offer, including street football and basketball.

Colin Rouse, from Sport 4 NRG: “We’ve had a really good response from the young people in Millmead. Considering the weather we’ve had over the last few weeks, to get this many out in the evenings, is a really good result and just goes to show how beneficial structured sessions are. The floodlights really add to the atmosphere, making it feel like a real occasion. We’ve had some cracking football matches so far, with no animosity aimed at the Sport 4 NRG staff or between the young people, who are just there to enjoy the session and have fun. With the success of these sessions, we aim to bring more activities and tasters to the area to promote a variety of sports activities.”

Peen’s Gastro Bar announces Christmas menu New Year’s Eve party tickets on sale

Broadstairs’ popular all-day dining venue Peen’s Gastro Bar has announced two- and three-course Christmas menus at £20 and £25 respectively, which will be served from 16th November to 24th December.

There is a choice of three starters: a celeriac & wild mushroom soup; Duck liver & Armagnac terrine with Peen’s home-made chutney & toast; or Ashmore cheese, hazelnut, roasted beetroot & chicory salad.

NEW EDITION OF HIT FILM ABOUT THANET GETS FIRST SCREENING

A brand new edition of the hit film about Thanet will be screened in Broadstairs on Sunday November 28th.

Called “Thanet on Film II – Past, Present and Future” the film’s producer promises it will not only show the isle in all its beauty – but will also investigate people’s hopes and fears for the future.

Last year the first film broke box office records at Broadstairs’ Palace Cinema, as week after week the film sold out leaving large numbers of people unable to see it.

Producer Christine Tongue said: “As before the film will contain a feast of vintage footage of Margate, Ramsgate and Broadstairs in their heyday, but this time we’re going to take a hard look into the future, too.”

“There’s much talk of regenerating Thanet, and some people have great hopes for the future – we’ve set out to discover how real these hopes are.”

The film includes items on some of the most controversial topics on the isle today, including the bitter controversy over Manston Airport, the fight to save Broadstairs high street and the imminent opening of the Turner Contemporary Gallery.

Christine said: “We discovered in making the film what huge divisions there are among people in Thanet over the future.

“Many people have come here staking their entire livelihoods on the regeneration of Margate. They believe things like the Turner Gallery and the Dreamland Heritage park will help transform the fortunes of the entire isle. Others believe the whole thing is a hopeless fantasy.”

Christine said that the film contains lots of evidence for the huge potential for Thanet to cash in on the rise in “staycationing” – people staying in Britain for the holidays. “We have stunning shots of the beauty of the island, its wonderful buildings, but also the fantastic amount of art and entertainment which seems to be everywhere in Thanet these days.”

She added: “It just makes me feel that if with all that it’s got to offer, if Thanet isn’t going to be able to attract more tourists then something has gone very wrong indeed.”

Laura Sandys MP Stands-Up for Low Income Families in Parliament

Laura Sandys MP highlighted the real struggle that low income families in Thanet face during a debate on Housing Benefits in Parliament.

Thanet has the second highest number of low paid workers and throughout the election, Laura met a lot of families on low wages who highlighted the injustice of them putting in a hard day’s work whilst others seem better off on the dole. In a bid to put an end to this unfairness, Laura pledged to stand up for the hard working people of Thanet and put an end to the previous system.

Laura pressed the Government to ensure that never again will we have a system where it does not pay to work. During the debate, Laura stated:

“It has taken a lot of courage to address housing benefit.

“The current situation has fundamentally distorted housing in my area. The average wage in Thanet is £17,000 and housing benefits for the unemployed stand at more than £8,000 a year. Most working families cannot compete in that market.”

“Our system is broken. Those who want to work know that work does not pay. Those who work get less than those who claim and those who do not work often receive the most.”

IMPROVEMENTS FOR CREMATORIUM

New, more energy efficient furnaces are set to be installed at the crematorium, along with improvements to the building.

The scheme was agreed last night (Thursday 11 November) at a meeting of the council’s Cabinet. The crematorium currently has cremators dating back to the early 1990s, which are coming to the end of their useful lives. They will be replaced by new, larger cremators, which will have more than enough capacity to deal with the 1,600 cremations that take place in Thanet, on average, every year.

The new cremators will remove 100% of a range of identified toxic elements, such as mercury, hydrogen chloride and various dioxins. At present, government regulations state that at least half of these emissions need to be removed by the end of 2012, but it is expected that this target will increase to 100% in the future.

The work will cost just over £1.5 million, of which around £620,000 has come from the current cremator replacement fund. This was an additional environmental charge on every cremation carried out, which was put in place in 2005 to help pay for the new equipment.

Other work set to be carried out at the crematorium, as part of this scheme, includes:
· Upgrading the heating and ventilation system.
· Upgrading the gas and electricity supplies.
· New fire alarm system and emergency lighting.
· New access road and hard standing for deliveries and staff parking, away from public visitor areas.

Cllr. Martin Wise, Cabinet Member for Environmental Services, said: “When you think of the council and the services it provides, I doubt many people realise that we are responsible for the crematorium. Yet it’s probably one of the more vital areas we operate and certainly one that we have to ensure works perfectly at all times. With the equipment starting to come to the end of its natural life, we need to take action. The scheme we’ve agreed will see new, more efficient cremators installed and a range of other improvements at the crematorium.”

MONEY APPROVED FOR COMPULSORY PURCHASE

The compulsory purchase of a listed building in the centre of Margate is set to continue, after funds to support the purchase were agreed.

Cabinet Members last night (Thursday 11 November) agreed to set aside £20,000 to compulsorily purchase the property at 49-50 Hawley Square. It was damaged by fire in spring 2008, which destroyed the entire interior of the building, along with the roof of the neighbouring property at 47-48 Hawley Square.

Since then, negotiations have been taking place with the owners of both properties, which have led to the owner of 47-48 repairing his property. No action has been taken to date by the owner of 49-50.

In April 2010, the council’s Planning Committee agreed to serve a Repairs Notice, requiring the owner to make the property good. They also agreed that, if no action was taken by the owner within two months, then a Compulsory Purchase Notice would be served.

To date, the council’s building control team has incurred costs of around £10,000 to secure the structure. Further structural work may be needed in the near future. It’s hoped that if the building is restored, these costs could then be recovered.

Cllr. Simon Moores, Cabinet Member for Customer Services, said: “This is a key building in the centre of Margate that’s listed and we want to ensure that it’s preserved. It’s in a really poor state of repair now and we don’t want to see it deteriorate any further. As it is, there’s not much left of it and we want to ensure that the historic features that still remain, aren’t lost.”

£1 MILLION CONFIRMATION FOR FLOOD PROTECTION WORK

The first £1 million funding for a major flood protection scheme for Margate has been confirmed, with work already underway on the scheme.

An update was given to Cabinet Members last night (Thursday 11 November) at their meeting, with the design and procurement of parts of the work already underway. These have been brought forward to try and avoid interfering with the opening of Turner Contemporary.

The second phase of work will get underway in October 2011, starting with strengthening works to the Harbour Arm, which is set to be closed during the winter of 2011 until around the end of March 2012. The other part of the work will see a series of wide steps being added from the beach to the promenade around the Kings Steps area to stop the risk of waves breaking over the sea wall. New floodwalls and floodgates will also be installed. It’s expected that this phase of work will take a total of 18 months.

Cabinet Members were told that £1 million has already been allocated to the project by the Environment Agency. The scheme will cost just over £6.1 million and the remainder of the money is due to be paid over the next two years by the Environment Agency. Although there is no guarantee on the remainder of the funding, the report makes it clear that the investment of £1 million that has already been made in Margate’s defences, makes it “very likely” that the remaining money will be forthcoming to allow the scheme to be completed.

Cllr. Roger Latchford, Cabinet Member for Regeneration Services, said: “It’s really good to see this scheme progressing, as it will provide much needed protection from flooding for Margate Old Town in the future. We’ve done everything we can, in programming this work, to ensure that it doesn’t clash with the opening of Turner Contemporary next year. We will be looking to undertake as much of this work during the winter months as we can to ensure that disruption is kept to an absolute minimum.”

FREE PARKING FOR CHRISTMAS

To encourage people to shop locally this Christmas, free parking is being offered on four weekends in the lead up to Christmas in five off street car parking areas in Birchington, Broadstairs, Margate, Northdown Road in Cliftonville and Ramsgate.

It’s all part of the Shop Local First scheme, developed by the council, in association with local traders, as a way of supporting and promoting local businesses. The scheme, which offers a range of incentives to reward people when they shop locally, has more than 130 businesses on the scheme. Over 30,000 incentive cards have already been handed out, since the scheme launched in November 2009 and for Christmas, a special e-card will be available to download later this month.

Now, in a bid to further support traders, free parking is being offered all day on weekends in the four weekends before Christmas in five selected off street car parking areas:

Free parking is valid on the following weekend dates:

Cllr Bob Bayford, Leader of Thanet District Council said: “We’re really lucky in Thanet to have a wide range of independent shops on offer in our high streets and I hope that, by offering free parking over the four weekends leading up to Christmas, we can encourage more people to shop locally. From great bakers, fishmongers, greengrocers and butchers, from award winning restaurants to interesting boutiques and specialist shops – our high streets are home to a great shopping experience. Sadly lots of people don’t realise that if they don’t shop locally, then businesses will close so I really hope that people will make the effort to shop locally for Christmas.

CHRISTMAS CURFEW FOR BENEFITS CHEAT

A Broadstairs woman is facing a Christmas and New Year curfew, after falsely claiming more than £7,000 in benefits.

Toni Wildish (33) of Rumfields Road pleaded guilty to four charges at Canterbury Crown Court on Tuesday (9 November) of knowingly making a false claim for Housing Benefit and Council Tax Benefit.

The fraud relates to a period from July 2005 to December 2006. Miss Wildish submitted childcare certificates to the council, stating that her children attended various nurseries during that period and that she paid £300 per week in total for two of her children to do so. In fact, the nursery fees that she had declared to the council that she paid were not correct and, in some instances, the children did not even attend the nurseries in question.

In total Miss Wildish was overpaid £5,800 in Housing Benefit and £1,500 in Council Tax Benefit. Miss Wildish has paid back just over £2,000 and is currently paying £50 a month back to the council.

Judge James said that it was a deliberate fraud and that the benefits system was not a fund to supplement those who want a better standard of living.

Miss Wildish was given a community order with an electronic tag for the next four months with a curfew from 9.30pm to 5am.

Cllr. Simon Moores, Cabinet Member for Customer Services, said: “As a result of this fraud, this woman is now facing a Christmas and New Year period, with curfew restrictions, through the electronic tag she will be wearing. This is a clear example of someone deliberately attempting to mislead the council with false information. Benefit fraud is something that hurts the entire community and is something none of us can afford at the moment, especially with the current spending pressures on the public sector.”

DELAYS & SETBACKS - TDC DRAFT BUDGET

At Thursday's TDC Cabinet meeting councillors were given the reasons for delays in presenting a draft budget for the council.
Budgets must be drawn up with consideration to the national economic context and TDC's reliance on central government grants. The government is insisting on excessive cuts and furthermore, area based grants, which Thanet so dearly needs and deserves are also being cut, in many cases completely.
Over £616,000 of cuts were detailed for 2010/11 in Thursday's report to the TDC cabinet, with the worrying proviso in the report that ‘further reductions may yet come to light’.
With regard to the next multi-year settlement councillors were told they should expect an announcement in December, but the council’s dilemma was more fully explained within the report:
A loss of 7.25% in real terms for each of the next 4 years that may even be 16% per per annum for the first 2 years!
Leader of the Opposition & Shadow Cabinet Member for Finance - Cllr Clive Hart said "The report clearly stated ‘Cuts of this level have not been seen by this council in its entire history’.
In relation to the Capital Programme, the report continued with: due to the ‘unprecedented economic context in which the Council finds itself, and the lack of information on what funding streams are likely to be, it would be inappropriate to present a budget strategy for approval at this stage, as has been the tradition in previous years.’
The delays in being given the relevant information by the ConDem government are bad enough, and I do sincerely hope TDC is making representations to central government on this matter, but the time suggested for both the draft budget presentation and council approval to take place within just 2 weeks of each other during February 2011 are extremely rushed and I do sincerely hope we can agree some flexibility on those dates".

RAMSGATE ROYAL HARBOUR TORIES ADMIT 'LACK OF REPAIR & MAINTENANCE'

The Labour Group at Thanet district council welcomes plans for the South Eastern Breakwater in Ramsgate Harbour. Whilst unfortunately the cost is a bit higher than expected the project will serve the harbour better in the long run.
TDC Shadow Cabinet Member for Regeneration - Cllr Richard Nicholson said "Thursday's cabinet report clearly stated the breakwater has 'Through a lack of repair and maintenance the existing breakwater has become unstable*'.
The fact is, the harbour in general has suffered from a lack of care and dredging has become legendary in its failure. We can only hope the dredging which will be done, as mentioned in the report, is not just a one off, but properly done.
Ramsgate Harbour is little use to anyone if they can't get in or out due to a sand bar. Do the Tories regret selling off the dredger, left by the previous administration which although old was perfectly serviceable and did a good job?"
Leader of the Opposition - Cllr Clive Hart added "TDC assets are falling into disrepair following years of neglect by Thanet Tories and Ramsgate Royal Harbour is one very prominent example. TDC's own Financial Risk Assessment, discussed during Thursday's cabinet meeting, reported 'unplanned major works to the council’s property portfolio and urgent repair works at the Port and Harbour in Ramsgate**' were causing concern".

Not a long agenda this time, but many matters indicative of the situation we find ourselves in, after seven and half years of Tory control at TDC and just six months of confused ConDem government.
Budget planning is being held up and made almost impossible through lack of detailed information and some conflicting messages from central government and TDC assets are falling into disrepair following years of neglect by Thanet Tories.

AGENDA ITEM 4 - DEVELOPMENT OF THE 2011/12 DRAFT BUDGET
& MEDIUM TERM FINANCIAL STRATEGY 2011-2015

Local councillors in our group have been calling for maintenance of these facilities for several years now and I really do wish the administration would listen to local knowledge.
Lastly, and yet again from the Financial Risk Assessment, I note Shared Services are still considered the largest risk facing the Council to date and that there is still uncertainty over future tranches progression and our reliance on other local authorities.

AGENDA ITEM 5 - 49-50 HAWLEY SQUARE MARGATE.
Cllr Iris Johnston - Shadow Cabinet Member for Community Services (Housing).
I welcome the report and thank officers who have helped with the already agreed Compulsory Purchase Order.

I ask that cabinet support the consequential expenditure of £20k and also ensure the building is immediately made safe.

Although some effort was made to secure the building after the fire in May 2008 the windows to the front are in a dangerous state. I have reported them to officers on more than one occasion and also the open aspect of the basement.

Over the last eight weeks, as part of the street and shop front clearance carried out by myself and Turner Gain volunteers, the front of the premises was cleared of weeds, rubbish and glass. Much more needs to be done and the cost included in any amount TDC allocates to the building.

I would also like to know whether anyone had been prosecuted as a result of the fire which was said to be arson.

The cabinet member was unable to comment on any Police or legal proceedings.

Our Group welcomes the plans for the South Eastern Breakwater in Ramsgate Harbour. Whilst unfortunately the cost is a bit higher than expected the project will serve the harbour better in the long run.
However as the report clearly states the breakwater has “Through a lack of repair and maintenance the existing breakwater has become unstable…”
The harbour in general has suffered from a lack of care. We can only hope the dredging which will be done properly.

AGENDA ITEM 12 - BUDGET MONITORING REPORT QUARTER 2 2010/11
Cllr Clive Hart - Leader of the Opposition & Shadow Cabinet Member for Finance.
3 QUESTIONS:
1) At 2.4 in the report there is mention of an overspend of £264k in the Housing Revenue Account and that an 'interfacing glitch' within the repairs and maintenance module is being investigated.
Could we please have an explanation?
2) At 5.1 in the report it says the Council needs to identify £80.9k additional savings. Can we please have some further detail of just how that will be done?
3) At 8.6 in the report I see that TDC have recently paid back £120k to SEEDA in relation to the former Marks & Spencers building in Margate.
With SEEDA’s days now numbered by this government can I have confirmation that the building still belongs to TDC and exactly what we intend to now do with it?
A1) RESPONSE - The 'interfacing glitch' was due to 'teething problems' with information being captured by TDC and contractors. It was hoped the final figure would be less than £264k.
A2) RESPONSE - Failures to deliver savings would be exposed through monitoring review and salary costs will also be reviewed.
A3) RESPONSE - The situation regarding the £120k repaid to SEEDA was a complicated one. However, TDC still hold the freehold at present and alongside there is a further sum of money and interest on that grant has been repaid. The Chief Executive could not say what the future of the M&S building would be or indeed any assets of SEEDA when it is finally disbanded. TDC are in discussions with SEEDA.

CLEAN SWEEP GETS VIEWS IN RAMSGATE

More than 70 Ramsgate residents have given their views about what concerns them in the town, as part of the council’s latest Operation Clean Sweep

The SOS trailer was parked in the centre of the town on Tuesday (2 November) as part of the operation, with people able to come in and discuss any concerns they had around crime and anti-social behaviour with PCSOs and officers from the council’s community safety unit. Kent Fire and Rescue Service were also offering free home safety checks.

The one day operation saw almost 80 businesses and more than 30 flats visited by a team, which included officers Thanet District Council, Kent Police, Kent Trading Standards, Kent Fire and Rescue Service and the UK Border Agency.

Seven properties were found with no fire safety precautions, which will now have follow-up inspections, while advice was given to four other property owners about fire safety.

Three noise complaints will now be investigated further by the council’s Environmental Health team and action will be taken against one property, where planning issues were discovered. Advice on planning was given to six other premises.

Pipeline joined the team effort, clearing rubbish from two alleyways in George Street and Denmark Road. They were helped by six Danish young people, who were on a church exchange. An additional fly tipping site, just off Harbour Street, is now under investigation by the council.

Checks were carried out to see if businesses were disposing of their trade waste properly. Of these, 12 were not and will have notices served on them. Concerns were highlighted about food safety at one business and two were found which did not meet Trading Standards regulation. Four young people were found during the truancy sweep carried out as part of the operation and their parents and schools will now be notified.

Cllr. Chris Wells, Cabinet Member for Community Services, said: “People were really keen to come forward and voice their concerns about what matters to them in their community on the SOS trailer. It’s really useful to get that feedback directly from residents about what they want to see being targeted, so that we can concentrate our resources on those things.”

The next Clean Sweep will be held in late November and will be targeting Ramsgate again.

RAMSGATE SLIPWAY PLANS REFUSED

Plans for a new building on the Ramsgate slipway between the Maritime Museum and the East Pier have been refused by Thanet District Council.

The proposals were for a two storey development with bars, restaurants and a function room, along with a storage and meeting area. A Listed Building application was also submitted for the same site to demolish the existing workshop and offices and No. 2 and No. 3 Slipway winch rooms.

The plans were refused on a number of grounds:
It would be out of keeping with the character and appearance of the area.
It would have an overbearing impact on the neighbouring Clock Tower building, which is a listed building.
A bar/restaurant next to a working industrial area would be incompatible.
A lack of cycle parking.
Potential flood risks to the development.
Potential contamination from previous uses on the site.
The lack of a sufficient archaeological assessment.

The Listed Building application was thrown out because it didn’t justify the loss of a listed structure.

PRISON BAN ON BROADSTAIRS PLAYRIGHT

BROADSTAIRS PLAYWRIGHT ATTACKS GOVERNMENT DECISION


The Home Office has vetoed the performance of an acclaimed drama due to be performed in Rochester Prison.

The play, called "Inside" is about the problems of young fathers in prison and was to be performed in Rochester Prison on Wednesday 10th November.

But now the theatre company producing the play has been told that the Home Office has vetoed the performance because they claim, in these times of austerity and cuts, it's not appropriate to let prisoners watch drama.

This is in spite of the fact that the head of education at the prison and the Governor were in favour of the performance -- and the prison wasn't even going to have to pay for it.
The theatre company, Playing On, works with young people in prison to provide professional development for them as as actors and theatremakers.

The play came out of workshops for young fathers in Rochester Prison put on in 2008.

The performance was to include a question and answer session between the audience and the young cast who would have been able to talk about their paths into education and full-time employment.

The play's writer, Broadstairs-based Philip Osment, said: "What sort of goverment is it, that can admit that prison isn't working but won't allow work to be done with them, which encourages them to address their behaviour and looks at ways of changing?

"Are they just worried about tabloid headlines saying prisons are having it too easy?"

Mr Osment added: "Do they think that banging up young men - many of whom have psychiatric problems - for 23 hours a day in their cells, is going to address recidivism and mean less victims of crime?

"Meanwhile in Doncaster there are prison riots."


The play will be performed at the Roundhouse Theatre in London from Nov 12th - 27th.

Laura Sandys MP Meets with the Department to discuss Thanet’s ‘Green Isle’ Vision

At a meeting Laura Sandys, MP for South Thanet, held on Monday with the Department for Energy and Climate Change (DECC) and the Department for Business, Innovation and Skills (BIS), it was clear that the departments are keen to support the concept of Thanet becoming a centre for green technology, green jobs and green skills.

As the Coalition Government begins introducing measures that will make Britain greener, a whole host of opportunities will open up for both businesses and local people in Thanet to take advantage of the emerging green sector and its numerous incentives.

Following the meeting, Laura Sandys MP explained: “Our world renowned offshore wind farms should serve as anchors for future external investment into Thanet. Opportunities such as solar, biomass, marine energy, home insulation and micro-generation provide numerous windows for development and could deliver much needed employment opportunities for local people.

“Throughout the meeting, I pressed both Departments to provide help and guidance to Thanet with identifying initiatives, partners and support so that we can secure these opportunities.

“There was a significant appreciation of Thanet’s deprivation levels and our green assets. Our relatively clean environment, our stretch of coastline, and expanse of Grade 1 agricultural land all make Thanet a prime location for the roll out of green industries.”

THANET COASTLINE AMONGST TOP 12 IN THE WORLD

Thanet’s coastline has been voted one of the world’s top 12 destinations for 2011 by a major international travel guide.

Frommer’s have named the stretch of coastline between Ramsgate and Whitstable as a stand-out destination for next year, rating the area alongside places such as Rio de Janeiro in Brazil, Stockholm in Sweden, Taipei in Taiwan, Hokkaido in Japan and the Nahanni National Park in Canada.

Cllr. Martin Wise, Cabinet Member for Environmental Services, said: “This is praise indeed and just proves what we’ve always known, that our coastline is amongst the best in the world. We’re delighted to be named in this list amongst such prestigious company. We look forward to welcoming people to the area, who want to visit one of the must-see destinations for 2011.”

Frommer’s praised the area for its “long stretches of clean, sandy beaches”, saying “there’s plenty to keep visitors going over a long weekend, from quirky independent shops to worthy eateries to stylish boutique hotels.” The Viking Coastal Path gets a special mention for taking in both smugglers’ haunts and historic churches.

Broadstairs is described as giving “a literary experience”, with Frommer’s talking about the town’s links with Charles Dickens and the “iconic 1930s ice cream parlour” Morelli’s.

NIGHT FLYING APPLICATION REJECTED - FURTHER STATEMENT

Comment from Cllr Clive Hart - Leader of Thanet Labour Group at TDC.

"I'm pleased to see that the Conservative group at TDC agree with us that the current night flying application is unacceptable.

I wish to make it absolutely clear that our Labour Group is supportive of the airport and maximising the employment opportunities it will create, but this must not be at any price for Thanet's residents.

We certainly do need to balance the economic benefits against environmental considerations. However the proposed night-time flying policy does not appear to do that and leaves far too many uncertainties, that is why we decided not to support the application.

We have not ruled ourselves out of any future debate because the current application is not being treated as a planning application and therefore the rules on predetermination simply do not apply. Indeed, one of the matters of concern in making our own decision was that we felt that any changes such as the those sought at present may well require planning permission".

An Open Letter to Clive Hart

Dear Clive

The headline in today's Thanet Times, 'Labour's 'NO' to flights at night', lead many to believe the policy of Thanet Council's Labour Group is now one of total opposition to 'any' night-time flying activity at Manston airport.

If this is the case, I am disturbed and surprised. Most of your Group have previously accepted, and voted for, some night time activity. The fact that the current s.106 agreement, which was drafted and approved under the previous Labour administration, made specific provision for a future night-time flying policy, demonstrates Labour's consistency over the past decade. Indeed, the working party which oversaw the drafting of this agreement included some of your current and most senior councillors.

For the sake of clarity, I formally invite you to publicly declare your position. This needs to be a simple 'Yes' or 'No' to the question ' Does the Labour group on Thanet District Council completely rule out night-time flying activity at Manston Airport?'

At the moment, the 'No to Night Flights' lobby appear to believe you are solid supporters of their position. The remainder of the Island's population deserve to know whether this volte face is really true.
